shrimp/crab pots around Kenai Peninsula

Can an AK resident throw out a few shrimp and crab pots for personal eating purposes around Homer or the rest of the peninsula? I was able to do so around Ketchikan in the early 90's. But when I visited the Kenai area this June, and asked around, it seemed that at least crab potting is not allowed. Is this true? I'd like to pick up some dungeness crabs mainly, and of course some nice shrimp/prawns.
