Greed, plain and simple.

Greed was the only thing behind the IFQ's. Most everyone on the previous committee had everything to gain from first introducing the IFQ for Charters.

You can't tell me this is a resource management issue. Since the introduction of IFQ's to the Commercial people was introduced they started at 36 million pounds and today are up to 56 million pounds. While this was going on we passed a subsistance bill allowing people to catch 20 halibut a day.

While we do need to manage our resources, not allowing people to start a business because people don't want competion is not the way to do it. As for the GHL, I'd like to know where they come up with the number that we have exceded our limit by a percentage. I believe it's been a few years (four of five)since we have needed to report any catch recordings for Halibut. So, where is this number coming from?

Until they can prove to me that the numbers for charter caught fish it to high I'll be against any type of limited entry.
