Your timing is good for the first run of Silvers into the Kenai and Kasilof River and really good for the silvers in Resurrection Bay.
All of these areas can be fished from the bank, however a boat will increase success. On the Kenai River, areas like the Soldotna Creek Park, Cunningham Park, Centennial or Swiftwater Campgrounds and many others are great for bank fishing for silvers.
On the Kasilof, look for the Crooked Creek recreational area or fish above the Sterling Highway bridge.
There are many more areas in the state that would be good for silvers during this time, but I am most familiar with those on the Kenai Peninsula.
On a side note, even numbered years are also Pink Salmon years, so mid August will have a great return of these fiesty salmon. They bite about anything that moves and put up a great fight...
