I live in Sitka, and I would say that your idea has some merit, but I wouldn't recommend it.  First, there are lots of bears on all 3 ABC islands, with Admiraly being the one with the highest concentrations.  But there are plenty on Baranof and Chichagof too.  

You might consider renting a Forest Service cabin on salt water and hunting out of there. You could even rent one for a few days and another for a few days, so you'd have some options, but I'd recommend staying away from the ones close to town(s) -- fewer bears and more competion for the cabins, expecially during spring break.  Look for info on the FS web site.  

As to feasibility; like I said, I wouldn't recommend it.  The water conditions can range from beautiful to downright ugly. But even under the worst conditions, you should be able to find a protected cove to hole up in if necessary --- IF you don't get caught out in the middle someplace.  You'd also have to be somewhat particular where you beached the boat -- there aren't a lot of sandy beaches, and the rocky one are usually covered with pointy, sharp barnacles.  Tides are another issue, as previously mentioned.  And lastly, the bears like to chew on plastic and rubber.  Lots and lots of rafts and inflatables get chomped every year; the locals seem to prefer aluminum boats for that reason.
