Either of the rifles you mentioned will do a great job for you; if it were me, I'd stick with the one I'm most comfortable with.  I've hunted the Arctic since about 1987 and as a rule your bears up there are not large- about six feet or so average.  As was mentioned, there are exceptions though.  What I like about the .300 and the .338 is that they are both capable of longer ranges than other bear calibers.  The Arctic gives you an opportunity for longer shots at wounded game if you end up in that situation (there's not a lot of cover in most areas).
