I told AOC Executive Directory Rod Arno in an email about the discussion going on here.  I told him about my personal reservations about making the haul road area wide open for ATV access.  He wrote the following back, with permission to reproduce here:

   There are numerous ways to view motorized access to public lands. If hunters could access state and federal lands from the edge of the corridor that could be a good thing as far as spreading out hunter densities along the haul road. If we, as Alaskans, could create an off-road-vehicle (ATV) use area for _hunter access_ but not for hunting off of, that would be a great example to work toward in GMU 13 and other heavily hunted areas in the state.

   The 12-month planning process for determining the extent of ATV use could produce a sustainable ATV policy to allow regulated access consistent with allowable uses (11 AAC 96.025. Conditions for generally allowed uses) for off-road-vehicle use while at the same time separating the ATV use from the actual hunt.
