What you're failing to see is that the Haul Road as it now stands is about the only place in Alaska where someone who can't afford an ATV can have a reasonable chance of harvesting a caribou. Yeah, buying an ATV is cheaper than doing a fly-out hunt every year. (Not by much, though.) But what about those of us who can't afford the ATV? I have access to one, as I can borrow one from a family member. I can't afford to buy one now, though, and neither can many Alaska hunters. For those who want to or need to use ATVs, hunts for the fortymile herd are available. But do you care about providing affordable hunts to those who can't afford an ATV?
