What if the season was changed to the salvage rule like bear? Is it deemed that the caribou is non consumable? That way you still had the choice to retain the meat if like or leave it. Hunters that want to keep the meat can keep it or just the rack. During the main season you should be required to retain the meat for consumption. Just my .02 cents.
