The regulations state that you must salvage all "edible" meat from the animal. If it is rutty, spoiled, bloodshot, parasites, infections, etc. Is this edible? This might open pandaoras box, and raise a few eyebrows, but how do you think about not salvaging an entire animal for any of these reasons? Is rutty and acceptable reason for determining whether or not it is edible? I certainly know first hand, that you cannot eat a bull caribou that was in hard rut, when it was killed. I also saw a bull moose with his hindquarters ripped up badly, skin hanging and obviuosly severely infected. If we had not seen it before we opted not to shoot, I honestly don't know what we would have done with the meat.
