If you feel 25 to 15 is a good date to close down bull bou hunting in your area, have at it. If you feel hunters in your area can't be trusted to make wise, ethical decisions during that 3 week period, if you think we will all look more "ethical" and better in the public eye, the process is fairly simple. Write up a proposal, gather some support, discuss it with the AC, and submit it to the BoG during the appropriate cycle. Of course there is still federal land that may stay open to a bull season, at least for rural residents.
You can also make a proposal that would apply statewide, tho I'm pretty sure it would be opposed in some areas.
I would be interested to hear in why you think a total closure is necessary, as opposed to letting hunters decide which animals are suitable for use.
As to the "crap", didn't the webmaster say something about that on that kotx caribou thread?
