If you feel hunters in your area can't be trusted to make wise, ethical decisions during that 3 week period, if you think we will all look more "ethical" and better in the public eye, the process is fairly simple. Write up a proposal, gather some support, discuss it with the AC, and submit it to the BoG during the appropriate cycle.
