TB,

I've often wondered the same thing, as I've observed caribou in the field.  Some bulls are fully in rut and others appear not to be.  Judging it on those terms alone (on behavioral observation) is a faulty and inexact process that leaves the door open wide for mistakes.  This is why I'm more a believer in closing the season during that window.

Still, perhaps a biologist would care to chime in on this discussion?  I know there are some out there...
