bag limit?

So this part of the question hasn't been addressed.  Is the wounded and unrecovered animal part of your bag limit? If the ADF&G website says "...it should be considered part of your bag limit", does that mean it is the law, or is ADF&G just trying to influence your personal ethical standards? Does it depend on the circumstances? Does it make a difference what animal we're dealing with, fatal or non-fatal wound, etc?
