my sisters husband ( o.k., my brother-in-law, but i won't claim him.) is a TSA agent...Thousands Standing Around...and  from the alaska  protocals, thanks to ted stevens....
1.) all butane lighters with fuel are prohibited.
BUT
2.) all lighters are to be assumed to be empty (even if they are in a factory sealed 5-pack)  go figure...
this guy is ANAL about rules...but this is what he told me is in the handbook.
