Here's a link to TSA-Approved locks for luggage.  The idea here is that TSA has a way of opening these type of locks, but they cannot open others.  If you don't want the lock cut off of your bag, you might have a look at this.

As to retailers who carry these locks, I just did a Google search and found a LOT of companies that carry them.
