I also use a lockable golf case without TSA lock - use TSA lock on other bags, especially going overseas - your brother should have made sure he put the form in the case and followed for TSA inspection - one TSA reclosed the case he should have relocked it.  With this system you pack the rifle in a soft case in the center with your clothes rolled Marine style for padding.  Had over 30 trips, including Asia, Africa and New Zealand on my first case - the customs, ag and tsa guys love the ease of inspection, repacking is a breeze and you don't look like a bambi killer on wheels going through LAX.
