You might have a look at Barney's Ibex bag; it meets most of your criteria, coming in at 2 lbs. 14 oz. for the 10-20 degree bag.  It's about $50 more than your price tag though.  Here's the link:

I haven't used this bag, but I've purchased two bags from that shop and both were excellent bags; I still use both of them (they're two different temp ratings).  One feature the Ibex has that you won't find on many others is a draft collar with a draw cord inside.  This traps heat inside the bag and will keep you substantially warmer than a bag without the collar.

The fill material is Primaloft; a synthetic with down-like insulating characteristics.
