Robinson and Pittman Act

I believe that the Robinson and Pittman Act prevent states from putting license revenue into the general fund if the state is going to receive funds from the Robinson and Pittman Act which is a 10% excise tax on hunting and fishing equipment. This is what I have read when this subject comes up, but I could be wrong.
