If memory serves correctly, federal Pittman Robertson funds are available only to states whose laws prevent diversion of Fish and Game fund monies to other uses than fish and wildlife conservation.  A few states have tried to use this money for other purposes, and lost the federal dollars as a result, at least temporarily.

Alaska's fish and game fund is based on sales of licenses and tags.  It is matched with much larger federal aid (P-R) funds.  Alaska receives the largest available share of the P-R dollars because of its size, but as I recall, Alaska has maxed out on what we can receive from that source, so additional income must come from state funds.  

The license fee increase is important.
