You bring up a valid concern. But this state's ADFG pretty much runs on non-res dollars, much of which comes from trophy hunters. I don't realistically expect trophy hunting to stop. If a meat hunter went along with a trophy hunter, I don't really see how that is welfare when he or she is helping to butcher and pack and care for the meat etc. Camping in the field...all that goes along with hunting. As I have said, the "system" will never be perfect. The idea was not an attempt to soothe the conscience of the "great white hunter" but to somehow get the meat to those that really want it, and also want to participate in every aspect of the hunt but pulling the trigger. Right now, the "donations" of game meat to the Alaska Food Bank---huge amounts of meat!---are what is happening...and that is welfare.
