"Pressure" and "Success"

In an earlier post, there were references to the deleterious effects on game and hunting policy of 'greedy' hunters preferring to book hunts with outfitters boasting high 'success' rates. I wondered if you folks have any opinion as to how to alleviate that 'pressure'.
As a seasoned waterfowl guide, I understand the seasonal nature of the pro hunting business, and realize you must make money when and where you can. Do you think hunters would be more selective (e.g. shoot less often) if hunt prices were significantly lowered, and hefty trophy fees were assessed in the event a harvest by a non-Alaskan hunter? I know I would personally be far less likely to shoot a marginal Dall ram/Bull moose/fat Grizz if he would cost me as much as a true monster-- especially if I could come back next year and try again.
Would cheaper hunts with trophy fees just compound the problem, solve it, or is it a case of six of one, a half dozen of the other?
