Pressure

I think all non-resident tags should be a draw system. For a non resident to put in for the draw they not only have to buy a license, but buy the actual tag. And guided hunts should be separate tags which cost more to draw. This might not alleviate the pressure, but fish and game would have some extra funds to manage our game. And if you can affod a 10 - 15,000 dollar guided hunt, putting a $1000 or so back into the system to manage the game shouldn't be an issue.
