More expensive/difficult to get tags

Thanks for your observation.
I thoroughly agree that non-res hunters should pay more for tags, licenses, etc., but if you put all non-res tags into a limited draw format, wouldn't you all but smother the smaller guide operations who lacked the resources to 'guarantee' what the 'greedy' hunter has come to define as 'success'?
I understand that supply and demand generate the price structure of the industry, but I wonder if spiraling costs and inevitable greed put both the small and large operators at risk of pushing ethical limits to avoid potential financial hardship. Higher priced goods and services have come to carry with them the perception that 'you get what you pay for' and heightened expectations of the customer.
To be certain, there are outfits that would not compromise their ethical values for the bottom line, but the small minority that would do so taint both guide and guided. Would tighter competition for limited numbers of high-roller hunters lead to survival of the 'fittest' or simply the increased domination of the 'fattest' outfitters?
