We are talking about limiting State Licensed Professionals here on premises of conserving game and giving a quality experience to individuals.
Doctors, Lawyers, Pumbers, Real Estate agents along with about 50 more professions are all Licensed by the same Agencies who License Guides and Transporters.  All of these professions have to pass certain qualifications to be licensed.
As an example are we going to take a Lawyer or Real estate agent and tell them they can only practice in Barrow, or they get this 6 blocks of Anchorage?
All professions should be governed by the law of supply and demand and the bussiness accumen of the owner.  If its a bad owner they will die on the vine so to speak.
As far a game populations go, they are regulated by the State.  By creating seasons, harvest ticket information should tell them the kill ratio for the State to know when to reduce the season or close it.  The last time I checked the success ratio for drop off moose hunters Statewide was 12 percent and that was 6 or 8 years ago.  I don't think it has changed much.
Most of problems you are talking about comes from more population in the State of Alaska and more hunters in general.  It is up to the hunter themselves to say, "someone else is already here" lets move a fair distance away.
