No brown bear hunting there, as it's part of of the Chugach State Park and the entire park is closed to the taking of brown bears.  As for blacks, make sure you check the regs.  I know that the Eklutna Valley area near the lake is archery only for sheep and moose...not sure about the black bear regs.  (I'm sure someone here can chime in with the details?)

To get there head north out of Anchorage until you get to the Eklutna exit (after Peters Creek, but before you hit the Palmer Hay Flats.)  Take the road up into the mountains until it ends...there you go!  Pretty simple to find.
