I was i  Airborne units in Fairbanks (Ft. Wainwright) and you may be on to something.
If you want to drop a boat/raft first, it is very doable.  Just have to figure rigging a parachute (static line) to the package.
Drop from the lowest altitude that will allow the chute to fill with air.
Either jump behind it or 'race-track' to a higher altitude and jump so that you can steer to the package.  Try the BLM in Fairbanks (smoke jumpers) and they might be able to help you with what you may need.  They were always very helpful with us Army guys.
