If you can find any old joe private pilot to let you jump out of his plane, may be OK. However, a charter operator, i. e., Part 135 operator, will have to follow certain regs in allowing drops and jumpers from his aircraft. I suspect it will be difficult to find an operator that can legally allow you to jump and drop cargo.
