I asked an elderly friend of mine who was a territorial warden way back when.  His recollection ties it to trophy hunting, where the hide and horns came made it out all right, but "bears" or "the weather" often made it necessary to leave the meat behind.  

His recollection is that the foundation of the whole system is that the hide and horns should be left in the field till last in order to make sure the meat came out.  All the details that have been added since then, he feels come from more recent and refined attempts to get around the concept of meat first, trophies last.
