I was in Barrow about three weeks ago or so... it was -30, but no big deal really.  It depends a lot on what you're doing.  If you're inside most of the time all you need is an insulated jacket and a good hat with earmuffs perhaps.  Or something with a hood.

I wouldn't go out and spend a lot of money on something until you see what's gonna work best for you in your situation.
