I studied exercise science in college and never heard about the influence of ginko b.  Of course the production of red blood cells and increased blood volume help.  Those changes don't happen overnight and do take some time to develop 2-3weeks.  When you start talking about over 11,000 ft. your dealing with an elevation where high altitude sickness does affect some people regardless of previous conditioning at low elevation.Its low enough where HACE and HAPE won't be a problem. Above 7k is the starting elevation where individuals start feeling mild effects of elevation.  
I would search online about the Ginko B.  But if it was a stimulant for red blood cell production then I'm fairly sure it would be known and used years ago.  Every athlete for decades now has information on enhancing substances.  If ya got $ you could sleep in a hypobaric chamber.
One thing for sure here, when you pack on an Elk quarter at 11k your gonna be working, hard!
