if you dont want to spend a lot of money and are considering a short range gun you could go with a handi rifle single shot in 45/70  using standard loads you can shoot some very llight stuff including loading  light loads your self  and as he get  better you can increase to some more powerful loads later . shooting over a bait is a short range propositon and they make a youth stock for that rifle.

As far as the model seven  another small gun to consider would be the ruger compact rifle in 308  agin it is a very versatile cartridge for a youth shooter that is something to consider.

Either way you go the most fun i have ever had is taking my kids  on spring bear hunts over baits . i would recommend when you set up that yuo attach a bar or support device for your son to use as a rest because kids tend to get really nervous on ther first bear and it will help with control  good luck!!!!!
