My wife will not hunt or shoot, but at least she lets me do it.
I would just get her a full size rifle that fits her, right handed, in .308, put on a limbsaver, and get her on the bench with a 25 lb. bag of shot in front of her shoulder until she gets used to the gun.
Show her the '06 and .308 cartridges side x side, mentally she will think "Man, that IS smaller". After her first game animal kill, ask her if she felt the recoil.  Then she will be hooked for life!
Or maybe a .280 Rem.?
