I don't know for sure what you're saying, but in my view if we find ourselves in a situation where there is not enough game to go around, I believe local users should come first, then Alaska residents, then nonresident do-it-yourself hunters, then commercial operators (guides). Granted, the game belongs ultimately to the people of the United States, but there has to be an equitable means of making these decisions and it seems more than a little strange to lock locals out but allow others in- which is what would happen in a draw situation.
As far as input on advisory boards, it's sorta similar, isn't it? Would you want someone from Kotzebue participating in an advisory board via teleconference, and helping to make decisions on what should happen with the moose hunt in the Talkeetna Mountains? How could he possibly have as much meaningful input into the process as a local? I just don't see how it could reasonably work another way.
As I said before, I usually stay out of the political stuff, however this is just my first impression of this. You might be able to convince me if you speak really s-l-o-w-l-y and use flannel graphs.
