tags/non-local

I am wondering if Barron is talking not only about subsistence but about the fact that you must take the bones out w/caribou in certain units and in W AK you have to get your moose tag July 1-15? for a Aug/Sept hunt. I am wondering about that too. What is the purpose of taking bones w/you out of the field and making two trips to Kotzebue to hunt moose? The only thing I can figure out is that it is to keep out non-locals of all kind.
