Brian-that makes more sense to me regarding bone-in laws. I can see how that could be abused. I don't understand why a fella has to fly to Kotzebue in July to get a moose tag for a Aug/Sept hunt (its not available through the mail either). Doesn't make sense.

Subsistence is a tough issue for me. I agree with what you said in principle but someone else made a good point about income and subsistence. A few years ago Craig Medred (ADN) did an article about a teacher from the midwest who took a job in Kotzebue to take advantage of the subsistence rules..15 caribou a day according to federal rules at the time.  This I don't agree with. Tough issue.
