By your logic, why not get rid of drawing hunts too if the animals are so limited everyone can't hunt them? Nobody is asking people who can travel to hunt, not to hunt. They are asking them to hunt in areas where there is a surplus of animals. This is all a way to put the most hunting pressure in areas that can handle it.

I'm curious as to why a person who can afford to hunt anywhere would rather hunt in a very limited area instead of one of abundance.
