With all the wet on the coast, I've learned to depend on those little candles, the kind that come in with a metal base or can used in everything from candle lanterns to food warmers.  Small, cheap and light.

Best of all, they burn long enough to dry out wet or damp wood, then set it off.  Just light the candle and build your "teepee" of kindling over it.  Biggest hassle is protecting it from wind, but that's usually easier than finding dry kindling.
