strange things about the process...

When these were first published last year, I notice a few changes that affected transporters negatively.  I know there are problems with Transporters, but I think they have a role to play in the industry. Unfortunately I think the guides were given a boast up over transporters by these new rules.  

In the old rules, there were 'guides' and 'transporters'.  The term 'outfitter' had been removed years ago.  But strangely enough, the new rules use the term 'guide/outfitter' now. How many guide would outfit a hunter in their GMU/GUA when it makes more sense $$$ to 'guide' them?  There's no requirement for a guide to outfit, so why would they support a hunter shooting a valuable animal in their area?  A transport could (and may, depending on your reading of the rules) provide accomadations for hunters in the field.  But the new rules make the already hard to figure out rules for transporters even more hard to figure.  

So if you wanted a cheaper hunt, you've just been screwed.

Another thing that should be noted, as of last fall when I read the changes, they were already in the text of the rule change.  They were NOT placed there by the new board.  In fact, the new rules were to go in effect at the time the board met for the first time.  Hell, even if the board didn't like the rules, just having a meeting to talk about them automatically put them in motion.

So that begs to ask... who wrote these rule changes, if not the new board?  Hard to say, as it's not written in there who authored the new changes.

A person may ask themselves, 'well, who benefited the most from the new changes?'  Since it obviously wasn't the transporters, that leads to one other group represented by the board.  Hmmm????
