"on a boat on saltwater"

If I understand it correctly, there is an exception for vessels. It says that you can provide accomodations in the field in a permanent structure that the transporter owns or on a boat on saltwater. Am I understanding this correctly? It doesn't look like this has changed, although obviously a lot of other things have.
