I have not carried ammo on a flight yet, but I"m a competitive shooter and many friends fly the lower 48 with ammo all the time.  Every last one has been held to 11 pounds of ammo AND has to be in the factory packaging.  Which led to a debate that my friends are the factory and the MTM boxes are much better than a factory cardboard box but some have been denied in the past in MTM boxes.

Can't say if its a rule or not but its sure enforced down here.
