Park concessionaires (including guides and air taxis) do have to pay the park service a use fee, but that does not mean they have to take you where you want to go. That is their choice. Just because someone has a park concession it doesn't mean they have to take you where you ask and while that doesn't seem fair it is not discrimination nor is it illegal. I agree that it is very frustrating trying to access the good areas in the preserve, but after spending a lot of time, money and sweat I am getting it figured out.
