Two thoughts:

1.  Sometimes throwing a hand/foot/pocket warmer in your boots at night can help dry things out.  Never tried it with hip boots.  A lot of area to dry. I have benefited from drying out my Danners that way though.

2.  Wadded up newspaper helps absorb the moisture out of a boot.
