How are you going to be able to tell if a hunter is ethical by talking with him on the phone? Anyone can lie and say they are the most ethical hunter around and you'd never be the wiser until after the fact. If someone wants to hunt there bad enough they will do whatever they have to to get there and hunt. I think you wanting to help people get there and hunt is great and it sounds like a fun time but your one guy and your not going to be able to stop the idiots from doing what they do. Good luck and hopefully someone won't mess it up for you and give you a bad name.
