another good reson for guided nonreseidents

as i read part of mikes post it reminds me of seeing kills of moose unharvested that were not wide enough to be legal for a non resident,but would have been just fine for a winter catch for an alaskan.with the lack of enforcement or the thin line of,the great state needs to do something.i have tryed to get regs in years passed to have a check out points for all the lower duds looking for just a wall hangers.it would employ locals ,give good meat,to those who live on it and keep the hotels maids happy
