Assuming the state gets convictions or pleas from whoever is all charged with these violations, I would hope the fines were enough to cover the cost of what the state lost thru the death of these 2 animals. While it may be hard to place a real value on the worth of a sheep or other game animal, I think it would be fair to at least consider what 2 full curl rams would be worth in the guiding industry. If those 2 animals had been taken legally during a hunting season, they may well have been worth several thousand each. That money would have filtered thru the area and been a part of this states economics.
I don't know what the max penalty would be in this case. Just hope the state would recoup some of the loss and costs associated.
