Gentlemen, thanks to all of you for the suggestions.  I think I will try and locate different screws and see if I can solve the problem that way.  To answer akfishinguy, the threads on the receiver appear to all be in good shape and the screws that were provided wouldn't even start.  The talley rep had me caliper the outer diameter of the threads and my measurement of 0.137" jived with what he thought said they should be.  Heck if I know.  I apologize for my ignorance on screws.  I have never needed to know since all before worked for me.
