Poor groups out of a Ruger .300 win mag

What I have is a Ruger .300 Win mag. M77 MK II It is stainless steel and has a standard Ruger wood stock. For the life of me I can not get this gun to shoot very well. The recoil lug has been bedded and the barrel was free floated by Gary at Arctic Gun Works. I have tried four different factory loads 2 regular and 2 premium and they are all fairly similar in grouping. It shoots a 2 inch group at 100 yards and maybe a five inch group at 200 yards. I know this is considered good enough for a hunting rifle in some circles but it is not for me. I have always been a good shot on the bench so I know it is not that. It has a Zeiss conquest scope on it and the rings have been tripple checked. I would just sell the Rifle but cannot becuase it was a gift a few years back and has a lot of sentimental value. So basically my next plan is to handload for it. Although I am fairly new to handloading I have a friend who has done it for years. His theory is that the tolerance on the Rugers in the throat area are fairly loose. Per the Nosler manual we checked what my COL should be and it was 4.18 or so. So the plan is to neck size some once fired brass, load the cartride to its max col per saami and give it a go. Lastly, he thinks it is possible that the inside barrel diameter could possible be larger than the .308 as it is supposed to be. I guess we need to slug the barrel and find out.

Here are my questions,
1) are we barking up the wrong tree here or is there still hope for this gun? Will neck sizing help alleviate some of that excess throat area and help with accuracy? Lastly, what does a fellow do if his bore mic.'s out to .309 or even .310? If it is .310 would it be possible to jump up to the .311 as there are a few bullets available in that size? Please don't flame as these are honest questions. Thanks for your help.
