I don't know all the history but my first guess as a cause of loss of accuracy would likely be copper fouling.  A good cleaning may help.  Throat length is not necessarilly a detriment to accuracy but oversized or out of round is.  As to bore size I can almost guarantee the bore will slug bigger than .308" most likly over .309" but that is not uncommon.  Remingtons will also.  But that won't adversely affect accuracy, usually.   Variations in bore diameter down the length of the barrel will make a bad shooter.  The simpliest and cheapest fix is an ultra clean barrel, and good handloads.

I would not load ammo to contact the lands as this would be a higher pressure load.  Also, it likely won't fit the magazine.  300 Winnies seem to like 180 grains bullets better than 150-168 grain and the ballistics tips are very accurate.  Generally if a rifle won't shoot ballistic tips, it won't shoot.  Gary usually does a good job with bedding so I would rule that out.  It is possible that the rifle won't ever shoot with a floated barrel, though.  Good luck and good shootin'.
