I have never hear of a ruger being the rifle oo choice for extreme accuracy-however owning one myself in the old model it is most accurate and I think you have a trigger problem.. do not use 311 bullets and just check the trigger.. and one other thing it will shoot much better after a 100 rounds have been fired throuth the gun.
I have a coustom rifle made and it was not getting the velocity-s I wanted from a 25" barrel, but with the shot # 90 or so everything changed and it gained about 110 fps on the same loadings.. so shoot the rifle- and check your trigger pull... it should be around 3.6#s for hunting and I do know the ruger have a much heaver trigger..
