Before making bigger changes on the weapon, try first using different kind of bullets... Wich my .375H&H Win 70 I hae tried Nosler Accubond 250gr: more than 3 inch accuracy, then tried 300grains fabric load of Federal, which had a round nose bullet... less than 1 inch accuracy: 20mm !!! So give your Ruger a try of completly different bullets with different weights!  My Ruger is my most reliable gun and accuracy is also better than 1 inch!
