Granted that my M77 is old enough now that it was made back when quality counted. Todays new rifle line-up at your local Wal-Mart and Fred's place just are not made the same as they used to be. In fact, modern manufacturer's send their seconds to discount houses. The prime rifles still go to the gunshops. The department store actions on these new rifles are still good, so you may want to explore a custom barrel. Having the rifle tuned, blueprinted and turned into a super sub-moa monster can be accomplished with money. Your options open way up if you strip the rifle and have it custom built based on the action. better yet, sell the ruger and replace it with some super-tactical job. Chances are, you're not hunting a squirrel with a .300 (insert a brand here)magnum or larger out to 400yds, so does a few milimeters on paper at 100yds really mean that you will not be able to hit that huge Bull Moose at 250yds with the ruger?
